Rockledge (30,554 people) and Cocoa (21,518) are the old river towns of central Brevard, thirty minutes north of Palm Bay on I-95 or US-1. Rockledge Drive along the Indian River is one of the prettiest streets in Florida — a canopy of live oaks over 1900s houses on the bluff — and Cocoa Village is the county's oldest downtown, with oaks to match. Behind them are the neighborhoods of every decade since: the '50s and '60s streets of Cocoa and Rockledge with their laurel oaks and pines, the '80s and '90s subdivisions toward Viera, the newer builds off Fiske Boulevard and Barnes. Both cities have their own tree ordinances, and both protect the big oaks; both also have their share of pepper along the river and the creeks.
The work splits the way it does in Melbourne: preservation of the river oaks — deadwooding, thinning, lifting off the old roofs, the arborist's assessment when the city wants one — and removal of the laurel oaks and pines between them, usually by crane on the tight river-bluff lots; palms along the river and the causeways; pepper cleared and treated along the Indian River, Rockledge's creeks and the vacant lots; and storm cleanup — the river towns take the wind off the lagoon first, and Cocoa Village's canopy is where the hangers are the morning after. Do I need a permit to remove a tree in Rockledge or Cocoa?
Both cities have tree ordinances that protect larger trees on most lots and require a permit for many removals, with exemptions for invasives, dead and hazardous trees and F.S. 163.045. Cutting a protected oak on Rockledge Drive without a permit is a serious fine. We check and pull the permit.
Can you save the oak over my Rockledge Drive house?
Almost always. The river oaks are live oaks, and a century-old live oak with a sound trunk needs deadwooding and a lift, not a removal. The arborist's assessment tells you what's actually there and satisfies the city if a permit question comes up.
How do you get a crane onto the river bluff?
From Rockledge Drive or the side streets, with traffic control and the city's right-of-way permit where the street closes; a 30-ton reaches most bluff lots from the road. The narrow lanes take a smaller crane or a rigging job.
Do you clear pepper along the river?
Yes — from the bank top, stumps treated, the natives and the roots that hold the bluff left in place.
